It's wintertime in the seashore resort of Sandpiper, Maryland. Detective William Brogan is a hard-nosed, no nonsense ex-Baltimore City homicide detective. No one is safe and no one knows where the killer will strike next. This is a story of vengeance and revenge perpetrated by a predator who finds death extremely gratifying.
