Synopsis "El Congreso y la Política Mexicana"

Durante el periodo que va de 1857 a 1911 se gestaron en México profundas reformas en el ámbito político. La autora nos ofrece una concepción distinta a las tradicionales sobre la función del Congreso en el sistema político mexicano, a partir del estudio de los poderes que la Constitución otorgó al Congreso de la Unión en 1856 y del análisis de lo que se discutía en las cámaras. Da cuenta de cómo los congresistas construían el marco institucional para concretar en la legislación el liberalismo y el federalismo, además de representar las demandas sociales. De esta manera muestra que la función del Congreso no era sólo "representar", sino también ejercer el poder.
