福山(Francis Fukuyama) 是继亨廷顿（Samuel P. Huntington）之后在政治学领域多有理论研究成果和建树的著名学者。他近年的两部著作《政治秩序的起源》（The Origins of Political Order，2011，以下称《起源》）和《政治秩序与政治衰变》（Political Order and Political Decay，2014，以下称《衰变》），以涉猎不同历史、文化和地域的宏大叙事，诠释自身新的研究心得。《起源》追溯分析了四条并行文明轨迹下的政治秩序的起源、由来和发展：东方（中国），西方（欧洲包括北美），印度和伊斯兰世界。《衰变》进一步追究、析理了上述政治秩序，以及世界其他地域尤其是西方和东方两种政治秩序的成型、发展、不可避免的衰变和面临的问题。福山提出政治秩序的三个制度要素即国体（state），法在上（rule of law），问责（accountable government），以及要素间互相平衡并论以先后次序的普适模型。他从政治学的角度，援引历史和宗教的实例，多少也关顾政治经济学和人类学的范畴，用来诠释人类的群处社会行为，由此总合共同行为带来的人类社会的共处体制，和机制、规则、观念及其产生、演变等等，并用来印证他的普适模型，从而使描述和解析得以相对统一和兼容。本书的着眼点不在全面评述上述两部著作的涵盖内容和成就不足，而是梳理两部著作中福山对中国和欧洲（含北美）不同政治秩序的论述和结论，探讨其局限和偏缺，并引发与之不同的新论。
