Geografische Informationssysteme (GIS) sind ein weit verbreitetes Instrument zur Unterstützung der Entscheidungsfindung bei der Bewirtschaftung von Flusseinzugsgebieten und deren Ressourcen. Ein GIS ist ein System, das aus folgenden Komponenten besteht: Daten, Computerprogramme, Ausrüstung, Menschen und Verfahren. Bei der Auswahl dieser Komponenten müssen einige Punkte beachtet und sorgfältig geplant werden, wie z.B.: die verfügbaren Ressourcen, das Profil der Nutzer und die zu erstellenden Produkte. Die Planung erhöht die Chancen auf eine erfolgreiche Einführung und Nutzung des MIS. Um die Manager von Organisationen, die in der Wasserwirtschaft tätig sind - Einzugsgebietsausschüsse, Wasseragenturen und Nichtregierungsorganisationen - in der Planungsphase des Geographischen Informationssystems zu unterstützen, wurde dieses Handbuch entwickelt. Das hier vorgestellte Material ist das Ergebnis der Masterarbeit in Wasserressourcenmanagement und Regulierung (ProfÁgua - UERJ), die der Autor im August 2018 verteidigt hat.
