Die Erfahrung mit der Assoziation der karibischen Staaten hat mich gelehrt, dass die Möglichkeiten auf staatlicher oder zwischenstaatlicher Ebene begrenzt sind, weil vieles von der finanziellen Seite abhängt und die Geberorganisationen lieber wirtschaftliche Projekte finanzieren als den kulturellen oder sozialen Austausch.
