L'aspiration à une communauté caribéenne intégrée peut-elle être réalisée sans agir sur les systèmes cognitifs qui régulent, guident et façonnent cette société ? La réponse est non, elle ne peut être réalisée sans agir sur ces systèmes. Il faut le faire. Il s'agit d'un effort de longue haleine, mais il est tout à fait nécessaire. L'expérience de l'Association des États de la Caraïbe m'a appris qu'il y a des limites à ce qui peut être fait au niveau gouvernemental ou intergouvernemental, parce que beaucoup dépend de l'aspect financier et que les organismes donateurs préfèrent financer des projets économiques; ils n'aiment pas financer des échanges culturels ou sociaux. D'un point de vue théorique, il a tout à fait raison, il faut agir sur les systèmes cognitifs". Norman Girvan.
