A group of former Cheka terrorists seek to avenge the demise of the Soviet Union by pressurising California to leave the United States of America thereby encouraging the break up of the USA. Funded by a Russian Oligarch, the plot is orchestrated by a South Korean "chaos entrepreneur" who plans his campaign like a chess game. But only he knows when and what the final move is. A massacre in an isolated pub on the north coast of Scotland; plotting in the exotic Flying Bird Tea Shop in Seoul; politics in the Palace of Westminster, California, Washington and Montreux; a gun battle on Lake Geneva - all happens against a true backcloth of the world failing to respond to some of the most testing challenges it has ever encountered.
