It was circulated to each state governor, US President Theodore Roosevelt, and members of his cabinet. The article was well received, and the first meeting of the governors was held in Washington from the 18th of January to the 20th, 1910. William George Jordan (1864 - 1928) was an American lecturer, editor, and essayist.
