Esta obra analiza y justifica la pertinencia de un Estado global, entendido como un marco político planetario con poder coercitivo y capacidad para regular las relaciones interestatales y los focos de poder extrapolíticos, atendiendo a los intereses colectivos. La propuesta afronta el problema del pluralismo doctrinal alejándose tanto del relativismo positivista como del universalismo homogeneizador. Tras las críticas a los enfoques nacionalistas, el autor defiende una tesis de corte cosmopolita basada en "valores fríos" articulados en torno a estructuras reductivamente políticas no deudoras de una cosmovisión perfeccionista, comunitarista o excluyente, argumentando que esta perspectiva allana el camino hacia el establecimiento de relaciones estables de igualdad y confianza mutuas.
